The acceptance of government handouts should necessarily temporarily negate one's right to vote in any election, Federal or Local, until such time as the moocher is no longer taking government checks.
In my personal example, I made $11.9k in 2011 and qualified for the Earned Income Credit (EIC) in the amount of $133 and had no tax liability. With the EIC my tax refund was $242, without it the refund would have been $109. There should be a checkbox before the EIC line stating:
  • ___ I wish to claim the Earned Income Credit and forfeit  my voting rights for this fiscal year.
  • ___ I do not wish to claim the Earned Income Credit and remain eligible to vote this fiscal year.
 This would go far any and all government assistance with the possible exception of College aid, because college is a way to make yourself a more valuable and productive member of society (a Producer), rather than encourage one to remain seated on their hindquarters so long their diet soda-laden skin fuses to the cloth of the sofa (the Moochers). This way the Moochers could not vote for the Looters (politicians) who take from the Producers.

Sure, you can still get free food stamps, a free smartphone, rent subsidy, AFDC, WIC, EIC and whatever else and make $30k without even having a job (depending on how many in your brood), but if you take the candy, you can not vote.
